Job Purpose/Job Overview
The Data Governance Manager will play a key role in the successful delivery of a new Student Record System (SRS).
As part of the SRS project team, it will work with colleagues from across the organisation, developing the approach to data quality, making significant contributions to process reviews and system development. It will lead the implementation of the University’s new data governance framework.
The role serves as a point of escalation for governance, data quality and protection issues and will work closely with data owners, data stewards and the leadership team to improve the quality and value of data assets.
Key Responsibilities
Establish and manage a data governance roadmap based on best practice and ensure it is aligned with delivery of the new SRS.
Develop and assist in implementing a data governance framework, with a focus on data quality and the protection of sensitive data through modifications to organisation behaviour policies and standards, principles, governance metrics, processes and data management.
Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the organisations principal data assets.
Work closely with IT and other teams to improve and develop structures, governance and controls and processes.
Review business processes to simplify and streamline key processes, to eliminate duplication and to ensure that data management activities add value to the organisation.
Act as a trusted advisor to ensure data related business requirements for sourcing, storing and using data are clearly defined, communicated, well understood and considered.
Develop and maintain a data inventory of the University: e.g. business glossary, data journey maps, including authoritative systems and owners.
Facilitate the development and implementation of data quality standards and adoption.
Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements.
Lead in promoting and disseminating information to key stakeholders.Develop relationships externally to foster collaboration and share best practice.
Demonstrate the University’s values of respect, ownership, integrity, engagement, inclusivity and teamwork.
Evening and weekend work may be required from time to time when there are high workloads or approaching deadlines.
Represent the University on external groups as appropriate
Person Criteria
Qualifications
Educated to degree level or equivalent qualification.
Knowledge
Data quality management practices.
Data governance practices.
Data and HE sector related regulatory requirements and emerging trends and issues.
Experience
Minimum 3-years’ experience in a major organization, with large-scale data oversight responsibility.
Experience of identifying, developing and implementing changes and enhancements in working practise.
Experience of working in an educational environment – (desirable)
Skills
Demonstrable consulting skills, with change management concepts and strategies, including culture change and performance measurement.
Ability to work across all levels of the organisation and influence how things are done.
Self-starter, able to proactively resolve complex business-related problems, either on own initiative or by working closely with technical, business and governance teams to ensure a successful outcome.
Effective communicator, able to articulate complex ideas and concepts through clear and concise verbal and/or written communication.
Ability to develop people through coaching and mentoring.
Good organisational skills and ability to work to deadlines.

Global Head of Data Governance

As the Global Head of Data Governance, reporting directly to the Group Data Officer, you help internal customers to transform and develop their business by driving Data Governance across all business sectors and the the company's group functions. This position is part of the New Enterprise Data Strategy.
Responsible for building and leading the overall Data Governance team as part of the new Enterprise Data Office, your focus is on designing and establishing our data governance strategy and steering company-wide data governance initiatives incl. governance-related communications. As an established leader in data governance you bring your experience in building governance teams, practices, and tools in complex corporate structures (e.g. conglomerates) with comparable regulatory oversight.
You and your team design and strategically steer the company's policies and processes related to data governance i.e. around data quality, data profiling, data cleansing, including KPIs/metrics definitions and develop the data governance setup (e.g., organizational design) ensuring roles and responsibilities at the tactical & operational levels are clearly defined.
Identifying and aligning the relevant stakeholder you ensure timely decision making in the company's Data Council and implementation and communication throughout the organization.

Who you are:
You have a higher-education degree (Master’s, PhD, MBA) in a technical field or comparable practical experience.
You are experienced (at least 10 years) in designing and articulating data governance, (master) data management and data quality
You have strong leadership capabilities with effective stakeholder management and capacity to drive strategic decisions with respect to data governance
You are recognized across industries for expertise in data management and operationalizing data governance, data quality, and data stewardship; you may have published on the topic
You have proven experience in data governance solutions (cataloging, lineage, MDM) and Data Integration (e.g. Data Factory, Talend, Informatica)
You have experience in bringing together heterogenous data governance requirements specifically in settings with diverse needs across business and organizational units
You possess in-depth knowledge of regulated industries (e.g. GxP) and understand related implications on data governance; you know how to balance the demands of strict regulations with the flexibility required by pragmatic implementations
You are committed, independent, reliable, solution-oriented and pragmatic.
You want to work in a team with a culture that is open, caring and free. You are not afraid to ask for and give constructive feedback. You have strong analytical and problem-solving skills.
